Blum was born in Cincinnati where he worked for a lithographer before he began to take classes in drawing. He had a strong interest in all things Japanese as did many other artists at the time such as Whistler and Monet. Blum's preferred medium was pastels and he and W.M. Chase founded the Society of Painters in Pastel in New York.

Monet, like Turner recorded the London Parliament buildings but his was a study of the same building at different times of the day.

Monet is the most famous of the 19th century group of artists known as the Impressionists. The effect of the light upon the pond that Monet sought to capture was accomplished by using millions of small brush strokes. The water garden is part of his home at Giverny and he built it so he could paint the same scene at all the different times of the day, in order to capture all of the different effects of the light.
